The Lead and Copper Rule Improvements, or LCRI, is the final federal rule issued by the EPA in October 2024 that strengthens the original Lead and Copper Rule and the Lead and Copper Rule Revisions (LCRR). The LCRI requires community water systems and non-transient non-community water systems to complete a lead service line baseline inventory, develop a replacement plan, identify and sample schools and childcare facilities, lower the lead action level from 15 ppb to 10 ppb, and submit compliance documentation to their state primacy agency. The primary compliance deadline is November 1, 2027. 

The Lead and Copper Rule Revisions (LCRR) were finalized in 2021 with a compliance date of October 16, 2024. The Lead and Copper Rule Improvements (LCRI), finalized in October 2024, supersede most of the LCRR and carry a new compliance date of November 1, 2027. The LCRI lowers the lead action level from 15 ppb to 10 ppb, strengthens tap sampling requirements with first and fifth liter sampling, expands school and childcare facility testing obligations, and requires all lead service lines to be replaced by 2037. Water systems must continue to comply with the pre-2021 Lead and Copper Rule and certain LCRR provisions until November 1, 2027. 

The LCRI primary compliance deadline is November 1, 2027. By that date, community water systems and non-transient non-community water systems must submit a lead service line baseline inventory, a lead service line replacement plan, an updated tap sampling plan, and a list of schools and childcare facilities to their state primacy agency. The LCRI also requires systems to replace all lead service lines within 10 years of the compliance date and validate all unknown service lines by 2034.
